Mr. Dixon has a degree in Electronic Engineering and more than 30 years of experience in legal metrology. He spent almost 20 years at the National Measurement Office (NMO) and held various positions, including Technical Services Director. He was also the Convener of WELMEC WG2 and played a crucial role in establishing the framework for the OIML Certification System (OIML-CS).

Mr. Dixon serves as the OIML-CS Executive Secretary and undertakes technical projects on behalf of the International Bureau of Legal Metrology (BIML). He is also the BIML liaison to several Regional Legal Metrology Organizations and international organizations.
